In Imperial Russia, denoted a catch-all social class of town residents who did not qualify as merchants or civil servants or laborers. Were considered petty bourgeois.
In the first decades of the Soviet Union, a social class of people who were not working with their hands and whose rights, therefore, were limited. Meshchanin / meshchanka – a man / woman who belonged to that class.
